Technical. The effective balance of an individual validator is always rounded to 1 ETH increments and capped at a maximum of 32 ETH. It rounds down to the nearest 1 ETH increment with a minimum buffer of 0.25 ETH. For example, a total balance of 35 ETH yields an effective balance of 32 ETH, 31.9 ETH yields 31 ETH, 31.25 ETH yields 31 ETH, and 31.24 ETH yields 30 ETH.
