The count of active validators. Active validators are validators that have completed the activation queue, are not in an exit queue, and have effective balances greater than 32 ETH.

This is the Point-in-Time (PiT) variant of Active Validators. PiT metrics are strictly append-only and their history is immutable. The historic data does not necessarily reflect the best current knowledge, but the information at the time when a data point was first computed.
